The TED (Text EDitor) was made by MOS Technology (a subsidary of Commodore) and is used inside several Commodore Home Computers like the C16 and Plus/4, where it is responsible for the Sound- and Video functions, and also things like Keyboard handling or DRAM refresh.
The name on the Chip is MOS Technologies 7360.
